Please, please, continue using spreadsheets and threads to gauge how long your application to take.
I am guessing CIC is being "forced to" put back old processing data (even if inaccurate) rather than use the new (ie. 17 months for all outland applications). Being an applicant myself, I didn't want to have my upfront medical done so badly when I saw 17 months as processing time although I did it anyway (just based on faith). Medical is expensive especially in some countries and it's really unfair to request applicants to include proof of upfront medical when the listed processing time is over 12 months.
