Got my letter yesterday for the citizenship test for Aug24. Time 07:46 .. I think it means 7:46 AM and not PM

My TimeLine:
- App received Apr-09
- got acknowledgement Apr-23
- Start processing on June-09
- Your file was transferred to the responsible for your area on Jun23, 2015. The office responsible for your area will contact you.

I honestly don't know. Also when applied didn't even know there was something like Normal and urgent

I have a question: I will soon (in about 4 months) need to travel in order to study abroad. Is there a way I can rush the process now?

In my opinion, my case is pretty open and shut - I have been in Canada for over 1350 days without leaving before applying.

Isn't one of the requirements of the new bill "intend to reside in Canada"? If you tell them that you will be living outside of Canada after getting citizenship, you may get into trouble.

Agreed. Even though technically we applied before the 'intent to reside' requirement took effect, in practice, CIC has an understandable reluctance to ignore the fact that someone is applying for citizenship at the same time they are planning to leave Canada. There are a number of perfectly legal processing 'slow-downs' that they could apply to your file in this situation. I would recommend you search for a detailed analysis by Dpenabill on this subject.

In another thread, I think it was perhaps March applicants, one person applied for Expedited Processing because they wanted to accept a job offer in Dubai . . . :-[ :-\ They were granted expedited processing at the Sydney stage, but then it was taken away after Local Office Transfer -- I would have liked to see the expression on the person's face when they came across that . . .

Several points. First, C-24 is more complex than you write here. This is the text:

Bill C-24 also adds the requirement that permanent residents seeking citizenship intend to reside in Canada once citizenship is granted (new section 5(1)(c.1)), a stipulation contained in the 1947 Canadian Citizenship Act. Permanent residents can fulfill this criterion when abroad through the employment of their spouse, common-law partner or parent – or their own employment – in service to Canada as defined in new sections 5(1.01) and 5(1.02). New section 5(1.1) provides that the permanent resident’s intention must be continuous from the date of his or her application until he or she has taken the oath of citizenship.

Note the word 'continuous' -- how are you going to have a continuous intent to reside in Canada, if you are planning to leave for four years as you apply? In fact, you are applying with the expressed intent to leave.

Secondly, you're not a citizen of Canada -- so, by dictating the conditions under which you can apply for citizenship, Canada is not controlling its citizens. It's controlling the conditions under which PRs get to become citizens.

Third, Expedited Processing is for situations in which a PR requires Canadian citizenship to do something, such as take a job with the Federal government. Why do you need Canadian citizenship to study outside of Canada?

I do believe it's an Oath coming soon. Some of the call center agents are taking their job too seriously...feels like you're talking to a robot sometimes... you either wait few days/weeks and will probably receive your invitation, or, you can call them again and might talk to a more collaborative agent...
