I am not sure that you need RCMP requested email but I know some people they have submitted their RCMP fingerprint based certificate in advance with their initial application submission.
You don't need any appointment to do this, just walk in to any RCMP accredited agency with your 2 pieces of government ids and they will submit your fingerprints to RCMP and then RCMP will send results to you. Once you have your results, you can send it to CIC.
 
Good questions:

You can do RCMP ASAP and send report to Ottawa with explanation note that you are going back to home country for particular duration due to emergency. That's why you are submitting RCMP without any request.

Otherwise, wait for RCMP but you can't do it at back home.

Wait for other folks response. May be someone has different suggestion.

Yes. It looks like AOR. Please verify whether the email has confirmed your payment information. If yes, then its your AOR. Good luck.
 
You are right. It is mention about payment dated 14 May 2014 and Payment Receipt no ###.

I do need to book an appointment for my case. I called up the police station for the appointment, ask for my name and birthday, that's it.

I will have my fingerprinting done on Thursday.

Hi Cabalen ,
What I did is went to RCMP registered vendor provided fingerprints, he him self submit the application to OPP and I have received certificate by mail after a week.
 
Thanks to all for your suggestions and experts please shed some light on this RCMP matter...

I have called all my friends circle whoever got PR and they are saying..

Need to show CRA letter for digital finger prints and they will send directly to RCMP for investigation. Police department send certificate directly to CRA in 3 days. - Experts please advise..

Alternatively whoever in the situation got email request for RCM when you are in vacation. They mentioned below process

1. Every country has Finger scan agencies available, go there and take only Ink and roll finger prints and also get letter from them along with your passport details.
2. Send those copies to Canadian friends through courier
3. Canada friend takes that ink and roll finger print original copy to local agencies and they convert to Digital and send it to RCMP for investigation.

Thanks! So just go to the police department in my case, pay them then leave it all to them and they'll do the rest.
