Its usually best to give them a time frame when making these type of requests.
I think you can also phone them - as long as you are polite and clear - you can't have much trouble asking for something as critical as this.
Finally, I think you can ask them if an alien number or I 94 number might help - as this is the only other recorded identity in the absence of SSN.

I agree in the request, we specified 14 days and requested that this this is due to "immigration deadlines". We recieved a note back in 14 days, note that they do not give the cards back anymore.

I received a letter from the Detroit consulate today requesting me to submit additional documents. Their letter reads as follows:

Dear Sir:

This refers to your application for permanent residence in Canada. We have now completed the initial assessment of your application and expect to finalize your application without a personal interview. While and interview does not appear necessary at this time, we reserve the right to call you to an interview, should this become necessary at some future stage in processing.

The consulate requested the following additional documents.

Spouse: Birth certificate for spouse, marriage certificate, current statement of funds, educational credentials for my spouse, photographs of spouse and attached forms.

Myself: They asked for an updated FBI “no arrest record” original letter, proof of relationship in Canada and Internal Revenue Sercive Wage and Income transcript for each year worked in the US. I’m kind of relieved that they did not call me on IELTS score because I had not submitted one. I'm going to have to send my fingerprints again for FBI clearance.

I have two questions:

They have NOT given a time frame within which I should submit these documents. What is the time frame given for submission of additional documents? (The letter is dated November 10th but I received it today Dec 14th).

I have a sister who is a Canadian citizen. She’s married and has a different last name. What are the acceptable forms of documentation to prove a sister-brother relationship?

Any inputs will be appreciated.

Anyway, for the proof of relationship with your sister, the birth certificate cannot be changed to her husband's name, you need to translate the original birth certificate for you and her (certified translation) showing that you have at least one common parent.

Do not forget to submit proof that she is living in canada.

For the time frame, i have no idea, usually they specify the deadline for submitting the required documents in such letters.

Anyway, i have to say that you are really a lucky guy because they gave you a chance to submit all of those numerous documents, which they do not usually do. Usually they process the application as is (as received) especially if the number of missing documents was big as in your case.

Hurry up and submit the documents as soon as possible.

Professional:

The documents that I mentioned need to be submitted are for my wife. I submitted my application in November last year and got married in December. So my wife was not on my initial application.

For myself, they asked me to submit only two documents,

1) Updated FBI clearance (I submitted one with my initial application) to make sure I did not commit a crime (or murder some one) after I submitted my application since it's been over a year since the initial application and

2) Proof of relationship in Canada.

I have most of the documents ready and plan to submit them in two weeks.

I had sent an email to the consulate in Detroit about the time frame for submitting documents. They said when they send a first request, they expect to receive documents back in 90 days. Considering the fact that their letter dated November 10th reached me on December 15th, it still leaves me 55 days to send the documents, which is pretty decent. I'm planning to send all my wife's documents except the FBI clearance which is going to take more time. Will let you guys know how it goes.

Yep, I have seen cases like that. Ideally, it should be Sydney doing this job. It is unfortunate that an applicant is made to wait for this long only to be told his/her application is incomplete. I have also seen cases wherein Sydney has sent the incomplete applications back to the applicant.

Actually i agree, when the CIO is not making any real decision since their assessment is being reviewed by the visa office (and that is normal because they assess the applications without the benifit of the supporting documents), but at least aren't they checking the applications for completeness !!! i have no idea what are they doing exactly at the CIO !

Another important notice, for FSW category 1, i can find an excuse for thre CIO not being able to do a reliable assessment because they do not have the supporting documents, but for categories 2 and 3, applicants must send their supporting documents regarding to the eligibility review such as, study, work permits, employer letters, official AEO letter,...etc and all of that is going to be checked within the "FOSS" system to make sure that the documents are genuine, so why those categories 2 and 3 have to go through initial assessment again at Buffalo and not being placed into processing upon receipt !
