please advise me on this one? i received an email from cio that my application under FSW received a final positive determination last January 2011, but on february 11, 2011, i got letter from local visa office that my application was refused because VO is not satisfied that i had a one year minimum of continuous or part time experience in the occupation in the last ten years. It came as a shock to me.....i've been working for the past 17 years and 7 years under this work category....will someone give me an explanation???

Please help
 
This definitely means same work done by cio and vo. Time wasted and anxiety increased

Dear All ,

I think to better understand e-cas status.

There are 2 different links are given to us.

One is Application for Permanent Residence Outside Canada

AND Second is :

Application for Permanent Residence - Federal Skilled Worker submitted to the Centralized Intake Office (CIO) Sydney, Nova Scotia

So we all should follow second one link to know the meaning of e-cas staus.

Hope this will help to clear sort of confusion on e-cas.

Hmm, seems like our worst nightmere has come true :'(
VO indeed reviewed application for eligibility once more.
Previously from Singapore VO 2nd AOR, we got this info that VO will perform "eligibility review". Besides following link also states the same thing

Yes its now confirm that Eligibility Review is done at CIO level then after application passed to VO then second eligibility review.

Ok this a stupid question. But is AOR same as PER ? Or is it something different ?

I usually dont answer stupid question .. :D
but here is my asnwer:
"PER" is Positive eligibility review sent by CIO if only your application is complete, your pass mark is atleast 67 and you have atleast 1 year paid work exp in an occupation listed in CIC website.
"AOR" is Acknowledgement of receipt. After VO has recieved your application, you will get AOR from them.

Dr.Hasib I think you are right. Visa Office will do again check. more Seniors comment on this issue
 
Hm. WOnder what 1st AOR and 2nd AOR mean. I think 1st AOR is PER. Am i right ? :)

I completely disagree. CIO very clearly says that the FINAL eligibility review has been done. Otherwise it would be called the Penultimate Eligibilty Review!

The ECAS status "Visa office eligibility review complete" almost certainly relates to the old system and it's possible/probable that the ECAS system itself has not been modified to house the new system. Therefore if ECAS is changed to say "Visa office eligibility review complete" for anyone it is probably just the background checks.

And given that recently everyone's ECAS now says once again that medicals have been received, it's fair to say that we cannot trust ECAS as far as we can throw it.

Please remember CIO and CHC offices are still ALL CIC (Citizenship and Immigration Canada). I strongly believe that if they found someone eligible at a stage where they could otherwise receive a refund, sent it to their satellite office and then decided the person was not eligible, with no information altered between the two, but pocketed all of the processing fee anyway, then one would have a very strong case for procedural unfairness against CIC. I do not believe they would get away with it, in short.

Once your final eligibility review at CIO is passed IMO visa office CANNOT fail your application for reasons of NOC duties not matching or not having 67 points etc. Only if they did an employment verification check and the results were unconvincing, or something along similar lines, could they fail your application prior to medical requests IMO.

So any "eligibility review" done at visa office is very poorly worded, since really they refer to background checks.

IMO if kpkinnera did indeed receive a NER from visa office then he should query this immediately. It may simply be a mistake (we know CIC make enough of them). If they say it is not a mistake, are they going to issue a refund? If not then IMO they are guilty of extortion.

Finding someone eligible at CIO, and then NOT eligible with exactly the same information at VO = a rather immoral way of CIC to pocket all the application fees.

Thanks Wayne for the explaination. I would also agree to it as it makes sense. But i dont have much experience or complete knowledge of the process. I hope other seniors will comment on it.

I don't wish to sound like a doubting Thomas, but can we actually see the full contents of this letter?

I still stand by my view that the final eligibility review is done by CIO, and that any rejection before medicals at visa office can only come as a result of background checks. Did they perform an employment verification check and were subsequently unconvinced that the guy worked there or performed the duties he claimed? That is the only way I can see VO failing the application. They cannot just take the same info as CIO and make a different decision since 1) by using this way to pocket the entire application fee it is extortion and 2) CIC are going to look very stupid when a satellite office makes a different decision to the central office with exactly the same information!
