Here is my opinion (perhaps optimistic). I don't think you will have to wait until February. It seems that the date shown is exactly one year from when you applied. I think this is the VO target date or when they should complete the file

I hope so Rod. I think that's the Visa Office's deadline to complete the eligibility assessment not the entire file. And yes, February would be a year from the date I received the PER not from when I applied. I applied in October.

Don't know if you want to do this, but for $60 these people do a "CAIPs Interpretation" they should certainly tell you what that date means:
