It is an enormous task... and we are lucky they are letting people in to begin with. The doors have been closing to immigrants in many other Western Countries... and yes, I realize Canada needs immigrants too, but the millions that are standing in line to get in tell me, we need Canada much more than they need us...

I am as frustrated as anyone else, and remind myself daily to be patient, but I truly think they are doing the best they can under the circumstances... we have not mail-ordered something and it is late... this is real life, where millions of people have lined up looking to enter one of those few places left, that in their view is the closest thing to a utopia that currently exists.

Mostly agreed. We need Canada more than Canada needs us. We should be grateful that Canada even considers our applications.

Hi Canada_future,

I tend to disagree on the point that CIC will be doing all the scrutiny, I think they just do a thorough review whether the applicant and the dependents meet the eligiblity critirea as per the laid down guidlines, if they find anything missing they are returning the application. Yes they are strictly going by the rules.

This does not mean that they cant issue the AOR to eliglible applicants, once the AOR is issued the thorough back ground check (BC) of the applicants and the dependents are done by the respective Visa office (VO), (CIC is not in a postion to do the BC for hundreds of applicants and there dependents) once the back ground check is completed the Medicals and PCC are requested by the VO.If the BC fails the PR application is rejected. In some VO where the applicants queue is long (as in New Delhi (ND) VO) it takes approximately 5 months (as per the current may , june 2010 applicants in ND VO) to complete the BC and issue a request for Medicals and PCC.

Given in this scenario withhelding the 1st AOR from CIC is not expectable , the least they can do is to announce the new timeline and process for the post june 25 applicants.

There might be one more very very rare chance where the CIC might have allready sent the eligible post june applicants PR application documents to the respective VO via electronic transfer, and the VO might has started the BC for the post june applicants or might start after issuing the AOR from the respective VO. In this case the post june 25 applicants can get the PR VISA much before the April, May and pre june 26 2010 applicants probably as early as March 2011 in some VO .

But still nothing can justify this agonising wait for some communication from CIC to post June 25 applicants.

They have said that the reason for requiring most of the visa office documents is that they want to cut off the previous 120 days time period for submission of documents to the visa office. Therefore, now they will be scrutinizing the applications more deeply than they used to do before. It will take them some time and what i assume is when they will send first AOR it will require 3 things to submit to the visa office.
1) PCC
2) Medicals
3) Any other document (depends on case to case basis).

Therefore, this is probably the reason for delaying sending the AORs. Because they cut the 120 days times and required the IELTS with initial documents because they want to reduce the time taken by applicants for submitting these documents. In addition, many applicants used to send their applications without IELTS and thought they will score full marks and will get the required 67 points but unfortunately the actual scores turned out to be much lower and they couldn't make it. Furthermore, many applicants were not able to submit documents in 120 days and visa officer had to reject their case, due to this visa office time and resources were wasted. So, i think there is a good news coming soon just be positive and optimistic as you all know these processes take time.

Note : This is just my assumption.

Well IMO we have to take time to decode the things that are not being clearly expressed right away, otherwise we will be feeling bruised and battered if we think that nothing's ever going to go right in post 26 application process, especially vis-a`-vis AOR issue. So despite your anxiety, be pleased and enjoy the moment and things now you’ve had. Once we are at anchor on the lands of Canada if we were picked, we might have not had enough times in hands to miss the things we enthusiastically parted from.

I have sent across the same queries to information@csic-scci.ca, I'll let you know if I get bric bats or some favourable reply worse they might ask us to pay some fees to get the answer (I'm not going to give a single penny), any how there is nothing wong at knocking on multiple doors to get an answer to our predicament.

I think most of us would accept extra delays for the post-June-26 applications if CIC would just communicate the reason for the delays. As it stands they are throwing figures of 33 weeks at people, which is 2 to 3 times the longest period that the May/June candidates had to wait for an AOR, without offering a molecule of explanation.

It's almost like they enjoy frustrating applicants in this way.

Firstly the cap of 1000 has stopped 1122. If the cap was not there and the way they were growing, there would have been few thousand more 1122 applications. The publication fo this list also discouraged many 1122 people from applying once it was nearing 1000. As per their statistics (CIC), 20% of the people never submitted details in second stage in old system. So the cumulative effect of all this has resulted in so few applications.

As you said, IELTS is definitely one of them. Several people overestimate their english ability when calculating the points and then when the test result comes they are unable to make the minimum points. In the current scenario they do not submit at all but in good old days they were counted in total no of applications as this realisation happened only in stage 2.
