Yes .. Birth Certificates/ equivalent document is a must for establishing one's correct DoB. But this document is an optional for ND applicants ...... :
That is the reason bindu.allam clearly referred that CIO has started accepting school certificates in place of Birth Cert. for New Delhi applicants. 'takemblues' didn't respond about his VO, instead referred about his observation on the ND tracker ..... ??? ???
On the other hand, your interpretation is correct .... His application may get rejected as he is not from New Delhi. He is from Pakistan (Londion VO) ...... until unless the same option is open to London VO too......
