Is there any reason that led you to believe so? Other than, the idea that politicians would want to show some numbers (admitted PhDs) in Nov 2012?

@ masoud2011: so far I knew, the tuition fees difference is waived once someone is landed immigrant. "Your application for permanent residency has been received with a positive eligibility review..."
The word "POSITIVE" is crucial for me as it can wave the international tuition fee
