You were so lucky to find this written in your GCMS note! I know that you applied in April 2012, but when did SL01732 analyzed your application? I am trying to find out when do they analyze the application and forward it to FA01772 for the final decision, it would be helpful to order the GCMS notes at that time to figure out what the next step is.

However, I could not find such statement from OP6C, which may (or may not) mean that we can no longer send updated letter of reference after date of submission if our applications are received after May 4 2013. The subsection 77 would be key to the whole thing, and I have not studied this enough. We need to know whether they will still accept updated letter of reference submitted after submission but before assessment, or if they have closed this loop hole once and for all

I could not find it either. It seems that they have removed it from the new operation manual.

One of my friend applied before 4 May 2013 and his baby was born on 1 June 2013.
Can he update his new status and get 5 more adaptability points?

Yes, I was really lucky that I saw this note on my GCMS notes. SL01732 analyzed my application in April 15.

So there was a whole month between the recommendation of SL01732 and the due date for the final decision by FA01772. My old application was analyzed and assessed in just 2 days, no one can guess how do they work!

Aidina's and hooman2012's updated letters were accepted. Both were rejected then they sent Ottawa emails saying they sent updated reference before, when Ottawa gus found those letters they put both application in process again! After that, Hooman2012 received rejection because he go less than 67 points while Aidina passed the selection factors and he has to prove that his POF is transferable.
These 2 cases proved without doubt that they accept any updated letter, just make sure that they attached it to your application and you included the leading statement and the duties.

Mine was accepted. Send them your additional letter. Assure you include both the lead statement and duties in your new letter. Send it by e-mail, and after a week, ask them wether it is attached to your file or not. That is all what you need.

Even beh467 sent them an updated letter a week before their assessment and it was accepted

I attached to it copies of my updated reference letters, my child birth certificate, bank statements from canada (showing 7 months) and back home (showing 15 months), my updated resume, my publication list, information about my study and my supervisor contact. Note: this application reached CIO on Nov 22, 2012 and got the PER on Jan 21, 2013.

I have a second applicaition reached CIO May 1, 2013 and got PER June 3rd, 2013.

You have still plenty of time. 10 days later ask for CAIPS to see if these additional documents are attached to your application or not.

Yes you do as your highest educational credential (masters degree) is not canadian

You should provide ECA for degrees that you already completed, which does not include the PhD since you are in your second year.

So the assessment will be needed for your undergraduate and masters degree if you obtained them outside Canada.
