It seems for me, the sooner the better, so I plan to submit without the degree verification record. My education background is shown in my McGill transcripts. So I believe this can be counted as certain kind of verification of my degree obtained in china. I will apply for the verification just in case they ask for it later. Hope it is fine. Any suggestions regarding this?
I think the best bet is to get your degree verified ASAP and send it along with your application. Otherwise your case may be delayed at the CIC level (They may return your complete package because of the missing verfication documents, which is a must for PRC applicants now), and this may take 2 more months for you to get the package and resend it to CIC from my experience.
