I just received an email from them asking for a bank statement for the past six months
Congratulations :D Did your eCas status change at all? Anyway, while getting asked a bank statement means that they have started working your file, but this also means that they probably started processing applications based not only on the PER dates, but also on submission dates (which means that they only had gotten their hands on December applicants so far, though crazyleader seems to be an exception to this theory). This also means that everybody would most likely get the bank statement request from Ottawa, since we have seen two non-Iranian getting this same request already.

However, I am getting more and more confused with the meaning of the eCas statuses. As you can see here - https://services3.cic.gc.ca/ecas/redir.do?redir=app_perm_wrkr&lang=en&app=ecas - all FSW applications submitted to the CIO-Sydney should have passed through the following stages and sub-stages: 1)Application Received at CIO; 2)Eligibility Review Completed at CIO; 3)Received by Visa Office; 4)VO Eligibility Review Complete; 5)IN PROCESS; 6.1)Decision Made-Medical results received; 6.2)Decision Made-Approval status determined; 6.3)Decision Made-PR Status Determined; 7)Complete-applicant landed.
Hmm, I think these stages were only true for MI-1 applicants, where they had to send their applications to CIO for initial assessment, then all the documents to VO for final submission. I think the current batches of applications would follow the following instead

https://services3.cic.gc.ca/ecas/redir.do?redir=app_perm_com&lang=en&app=ecas

I have added one column after ECAS status about the type of the document requested.
Yeah, this is a good idea. It should give some idea of the expected timeline after PER. Thanks, man.

Yes. seems like submission date is really being taken in consideration so far. Thanks snow_walker for updating the spreadsheet.

That means those who did not submit the 6-month account history with the application package should submit the statements, right? or did u get any notification from the Ottawa office?
I didn't get any notification from Ottawa.

How many days will it take to get a reply from the Ottawa office?
One day.

That hypothesis will be tested soon by my case. I submitted my application in December but got PER in May :)

I suspect the requested six-month bank activity history may be related to the amount on the bank funds statement.

If the provided funds proof is just over the limit, and not too much, they may request bank activity history to confirm the fund availablity in case that someone withdraw it and the left money is not enough to support future life in Canada.

Just my guess, those who have been requested to provide bank activity history may provide more info to verify my guess.

Hi Snow_walker, Thanks a lot

I have no change to my ecas. BTY my previous statement were under my wife's name .. do you think that this is an issue because they asked me for it in this form:

Ø Proof of funds for yourself. Please provide evidence of funds which are completely available, transferrable and unencumbered by debt or other obligations. Evidence of account activity for the past six months must also be submitted

Actually, 2 days after my NER was reverted to PER, my status changed from 'Decision Made' to 'In Process'.
So, the change was already done. I do not see any reason for this problem.
How about your ecas status right now? It seems some changes happen these days.

For me, I still cannot access my ecas at all. :(

This might have happened in my case.

Yes, maybe an issue. Don't you have an account on your name?

Same here. Did you try to give to them a call to see what is going on ?
I called them once but it was not helpful. The agent just mentioned
maybe it is system problem.

I got an NER from Ottawa today. They didn't give me 5 points for having studied in Canada for 2 years (in adaptability category). I have send my appeal to them. Hope that it doesn't take long.

Can you edit and post your letter? This is our first NER after PER here. And it come very early, as you were one of the first 37 applicants that applied before Jan 2012.

Dear ***:

I have now completed the assessment of your application for a permanent resident visa as a skilled worker. I have determined that you do not meet the requirements for immigration to Canada.

Subsection 12(2) of the Immigration and Refugee Protection Act states that a foreign national may be selected as a member of the economic class on the basis of their ability to become economically established in Canada. Subsection 75(1) of the regulations prescribes the federal skilled worker class as a class of persons who are skilled workers and who may become permanent residents on the basis of their ability to become economically established in Canada.

Pursuant to the Immigration and Refugee Protection Regulations, 2002, skilled worker applicants are assessed on the basis of the criteria set out in subsection 76(1). The assessment of these requirements determines whether a skilled worker will be able to become economically established in Canada. The criteria are age, education, knowledge of Canada’s official languages, experience, arranged employment and adaptability.

Your application was assessed based on the occupation(s) in which you requested assessment: The table below sets out the points assessed:

*TABLE*

You have not obtained the minimum number of points, currently 67, required for a permanent resident visa.
According to the letter of reference from the University of ***, you worked 20 hours per week as a Research Assistant from September 2009 until the date of your application. This is the equivalent of 1 year and 3 months of full-time work experience.
**** Details for my points in other categories ***

You received a total of 66 points.

You have not obtained sufficient points to satisfy me that you will be able to become economically established in Canada.

Subsection 11(1) of the Act states that a foreign national must, before entering Canada, apply to an officer for a visa or for any other document required by the regulations. The visa or document shall be issued if, following an examination, the officer is satisfied that the foreign national is not inadmissible and meets the requirements of this Act. Subsection 2(2) specifies that unless otherwise indicated, references in the Act to “this Act” include regulations made under it.

Following an examination of your application, I am not satisfied that you meet the requirements of the Act and the regulations for the reasons explained above. I am therefore refusing your application.

Thank you for the interest you have shown in Canada.

Sincerely,

Case Officer
Citizenship and Immigration Canada
