For the R10 completeness check see the last 3-4 pages of your GCMS notes. There should be a note saying *****Agent Review****R10 OK. The note for the eligibility passed looks different for different applicant. It depends on your profession and documents submitted, but should be in the last few pages.

For some applicants the eligibility is passed earlier, but in general its is in the 4-5 month period. Timeline varies and this is an average timeline that most people will see. Some applicants will see their applications get processed way faster and some way slower.

Most likely your LVO would be Ottawa. However, it is always advisable to check your GCMS notes.

Hope this helps!
@legalfalcon Can you confirm if background "in progress" for FSWO applicants means that R10 and A11.2 have passed? My GCMS notes haven't arrived yet, so I can't tell for sure.

Yes, BGC is the last step and by then the R10 and A11.2 are cleared. However, some applicants see BGC in progress and then it goes to not needed at this time. Which is a normal system glitch. But if you see BGC in progress which has not changed, then yes your R10 and A11.2 are clear. But to be sure, you will need to check the GCMS.

Legalfalcon, I have just read through my GCMS note (85 page in total) and I don't see the any "***R10 OK***" keyword. Is it possible that the R10 is still not complete yet at this point (My AOR is July 13)? And at the last three page, I only found "***Agent review*** Education on file; Consistent with level of education claimed by PA". So is this one of step in R10?

And in the first three page of GCMS note, I found something very old as the following:
--------------------------------------
PNC information:
PNC#
Valid to:
Province of Interest: NL
--------------------------------------

Does the PNC means the province of nomination, and NL meas "Newfoundland"? Because I don't have any PNP or LMIA (just CEC, no extra 600 points), is it a mistake in the "Province of Interest" field? I believed that I didn't specify any province of interest in the EE application and I definitely don't have extra 600 points. It is very odd because "PNC information", "PNC#" and "Valid to" fields are all blank, whereas "Province of Interest" is "NL". Maybe should I raise the CSE to see if that is a mistake on my part or on EE system (I am concerned that it may result in misrepresentation if the PNP information is no consistent)?

Thank you very much.
To answer your questions I will need to look at your GCMS notes. You can send them to me on my email manmeet@msrai.com.

Hi Legalfalcon,

My background check went from Not Started to In Progress about a week ago... I've seen Not Started to Not Needed, and the Not Needed to In Progress - but this is the first time I see it going to Not Started to In Progress... Can you please shed some light from your past experience/knowledge?

Also, I noticed from my latest notes that there is an entire note (the latest one) covered by s.16(1)(c) - any idea what this refers to?

Thank you!
The change from not started to in progress and then back to not needed is a routine thing. But after this if it goes to in progress, that means your BGC has finally started.

As regards, s. 16(1)(c), it is a provision of ATIA (Access to Information Act) which states:

16(1)The head of a government institution may refuse to disclose any record requested under this Act that contains
(c) information the disclosure of which could reasonably be expected to be injurious to the enforcement of any law of Canada or a province or the conduct of lawful investigations, including, without restricting the generality of the foregoing, any such information

Relating to the existence or nature of a particular investigation,
that would reveal the identity of a confidential source of information, or
that was obtained or prepared in the course of an investigation

In the search CIC has found something about your which they cannot disclose. In most cases it is a document or a note that they receive from a foreign government or their internal agency. If you have a clean criminal and immigration record, then there is nothing to worry.

Further, if you are a FSW - outland then this information is from a foreign government, and you can just ignore it.

Nope. Nothing. It's starting to get a little tedious checking MyCIC many times a day every day! Hope we hear something soon! Still nothing after submitting my Schedule A on Sept. 10th

I received my first GCMS notes (requested 19 August and received 20 September but hiding in my spam emails) and it shows that my R10 passed on 24 August.

The last notes from 15 September show that my A11.2 and R87.1 'appear met', but that the eligibility has been submitted for further review (with a month internal deadline for this process). My Background Check is still in progress, and hasn't changed during this time.
