For some applicants the eligibility is passed earlier, but in general its is in the 4-5 month period. Timeline varies and this is an average timeline that most people will see. Some applicants will see their applications get processed way faster and some way slower.
Most likely your LVO would be Ottawa. However, it is always advisable to check your GCMS notes.

Yes, BGC is the last step and by then the R10 and A11.2 are cleared. However, some applicants see BGC in progress and then it goes to not needed at this time. Which is a normal system glitch. But if you see BGC in progress which has not changed, then yes your R10 and A11.2 are clear. Does the PNC means the province of nomination, and NL meas "Newfoundland"? Because I don't have any PNP or LMIA (just CEC, no extra 600 points), is it a mistake in the "Province of Interest" field? I believed that I didn't specify any province of interest in the EE application and I definitely don't have extra 600 points. It is very odd because "PNC information", "PNC#" and "Valid to" fields are all blank, whereas "Province of Interest" is "NL". Maybe should I raise the CSE to see if that is a mistake on my part or on EE system (I am concerned that it may result in misrepresentation if the PNP information is no consistent)?

The change from not started to in progress and then back to not needed is a routine thing. But after this if it goes to in progress, that means your BGC has finally started.msf02 said:Hi Legalfalcon,
