See http://www.cic.gc.ca/english/resources/tools/perm/express/final.asp
It clearly says that you need to send a passport if you're not from visa exempt country.

Cmon guys we r in this forum to help each other and not to prove a point,if someone is wrong.

For my question earlier about sending my passport or not, I think the passport needs to be sent based on the link that is provided and the sub heading on Step 2 of the email I received from CIC.

STEP 2: DETERMINE IF YOU NEED TO SUBMIT YOUR PASSPORT(S)

· Determine whether you require a visa to enter Canada at www.cic.gc.ca/ENGLISH/visit/visas.asp. . This link once u select ur appropriate country (India) it says You need a visa to visit or transit Canada.,so I believe I need to send my passport . Just to be sure I am also going to give a call to CIC tomorrow.

· If you require a visa to enter Canada:

You will need to submit the passport for you and for each accompanying family member. Your passport(s) must be valid for at least 6 months and have at least two blank pages. If a child is included on your passport, you must have one blank page per accompanying child.

Please note that if you are permanent residents of the U.S.A. AND holders of passports from countries which require visa to enter Canada, you are still required to submit your passport(s).

·If you do not require a visa to enter Canada:

You will need to submit one photocopy of the photo page and any pages containing amendments of the passport for you and one for each accompanying family member. Please do not send your passport(s). Your passport(s) must be valid for at least 6 months.

Please note that Confirmation of Permanent Residence documents and permanent residence visas cannot be issued to holders of Diplomatic, Official or Military passports. You must have an ordinary passport.

Yeah, man, read in bold. You still need a visa, however expired one will work for crossing US/CA border. WP alone doesn't authorize re-entry.

Btw, your link says nothing about landing process.
Whoever is on a work permit here would have a visa, come on..
Piece anyway.

Actually, it doesn't depend on whether you inland or outland. If your passport wasn't issued by visa-exempt country, you need to submit a passport.

Btw, letter is pretty clear. It says "if you require a visa" - it doesn't ask you if you have a visa or not.
Regardless of you are inland or outland applicants, check the link to determine whether you need a visa to visit Canada based on your passport issued country. A work permit/study permit is not a visa allows you to enter Canada but only for staying in Canada throughout the specified period of time. That is why some international students I met in universities needed a TRV in order to enter Canada, even though they had a valid study permit.

Right, but it doesn't ask you whether you have a work permit or a visa.
I still cannot get your point.
How do you understand "Exceptions include U.S. citizens and foreign nationals with a valid visa"?
For me, I currently have a valid work permit along with a valid work visa...
It's so confusing.

See http://www.cic.gc.ca/english/resources/tools/perm/express/final.asp
Is it convincing enough?

That refers to whether one needs to apply eTA after March 2016
