If you require a visa to enter Canada:

Please note that Confirmation of Permanent Residence documents and permanent residence visas cannot be issued to holders of Diplomatic, Official or Military passports. You must have an ordinary passport.
I believe the inland people don't need to submit the passport. Only the photocopy is required.

Actually, it doesn't depend on whether you inland or outland. If your passport wasn't issued by visa-exempt country, you need to submit a passport.

Btw, letter is pretty clear. It says "if you require a visa" - it doesn't ask you if you have a visa or not.

No, if you click the link in the letter, then you will find "Exceptions include U.S. citizens and foreign nationals with a valid visa."
Most inland applicants fall in the group of "foreign nationals with a valid visa".

But would like to see comments from the inland members who have finished the process...

If you have a valid work permit, you can travel to the US and come back to Canada without a visitor entry visa (That's what I did anyway) so technically, you don't need to send your passport.

Open your work permit and check that it says "does not authorize reentry" :)
Shared link is about eTA, not about immigration visas.

Buddy, the fact that i went to the US and came back to Canada using ONLY my work permit with NON-exempt passport without entry visa does not tell you anything??

Before commenting anything make sure you know what you are talking about. Because It clearly says on CIC website that you can do that if you travel to the US!

Now call me rude or whatever.. :D

IIRC you can do it if you travel only via private vehicle, and CIC site doesn't allow it explicitly. So some too strict officer can deny reentry for you. Anyway, if you feel safe to submit a photocopy in response to PPR request - feel free to do so. I'll submit a passport once I get a PPR.

First, it's the link that your PPR letter asks you to check;

Second, the link is for eTA or visitor visa, not for eTA only.

And to prove that you lied, i just copied this from CIC website:

Yeah, man, read in bold. You still need a visa, however expired one will work for crossing US/CA border. WP alone doesn't authorize re-entry.

Btw, your link says nothing about landing process.
