So finally I received a response to my numerous emails from New Delhi CHC.
I also noticed that they changed my email's subject line with a File number starting S300...... and my Name, so this means that my file has recently been accessed. Below is the email and I hope that now my application is really "under processing" and hopefully I should get the decision within 4 to 15 working days max!
