I really don't think that holds. It is not just PR that disqualifies, rather i think in in addition to being a PR or not, you are required to be working in skill level 0, A or B to be eligible for open work permit.
Point 1 in the text you quoted above says
You may also be eligible if you are a family member of someone whose application for permanent residence has been approved under one of the above.
I think family member includes spouse. It makes little sense to allow OTHER family members like kids or may be parents BUT prevent spouse.

All of the conditions it mentions pretty much apply to some one working in Canada.
Although i agree that the wording in your quoted link first aren't 100% clear and they could mean what you mentioned. However, IMHO that is extremely unlikely singling out spouse in this case.
