The person I paid is not on this forum - or I have no idea she is on the forum or not. That is because I didn't even know this great forum, I am so regret that I didn't know this forum earlier.
She was recommended to me by my mate, as she is known by having rich experience, and helped a lot of people and earns money.
Sure, in some cases she "represent" applicants, that is to say applicants give her all their materials and she fill the form, submit everything in system (create EE, and etc.) on behalf of applicants.

But in other cases, she answer questions free or be paid, check documents, revise some, introduce the process.


As you may see, I sometimes will have so many questions and worried something too much, sometimes asked so detail and double-check, triple-check. I didn't get answer sometimes, So I decide ask her help by paying her - as dks2323 said, I though it is one type of "investing" on my time, + what I explained, it seems to me everyone's experience is valuable, their suggestions is worth to pay. So I give money to her proactively.

The contact info and email box is the applicant's.
In a word, the applicant do things and communicate with IRCC himself/herself. But he/she has a paid unauthorized consultant help him/her on documents and forms and not fill the IMM5476 form.

IMO, before that post published, 1 & 2 & 3 all could be considered as "misrepresentation", but after my post replied, it seems to me 1 & 2 is "misrepresentation", 3 is safe.

So may I have your reply and opinion?

My response -

This is a grey area, actually. There are consultant firms that are charging a fortune for filing an application and submitting documents on behalf of applicants. None of the people working in these firms are ICCRC certified. What they do is pretty much what is mentioned in #1 and/or #2 (depends on the firm).

1) Ideally speaking, 1, 2 and 3 are all wrong because an unauthorized person cannot take payment to file an application on your behalf.

2) Ideally speaking, if someone files an application on your behalf (irrespective of whether you paid them or not), the "Use of a representative form" should be submitted.

3) However, realistically speaking, #2 is bypassed for all unpaid/unauthorized representatives. From what I know, many (read almost all) consultants (who are not ICCRC certified or are lawyers) do not submit the "Use of a Representative" form (even though they conduct business with IRCC on behalf of the applicant).

I am not very sure about the repercussions that might result because of this but if I get to know something, I'll update you.
