Quick question guys:
I am at 482 with 2 yr exp that going to be in Jan, 2107. CIC update my score one month before my 2 yr exp. (they did this for everyone else too, i think.)

So, in case, if I get ITA before my joining date (8th Jan), should I accept that and submit my documents after 8th Jan
or should I reject that ITA and wait for another one after 8th Jan, with 482 CRS ?

expert advice please..

Accept and delay submission till after 8th Jan.

Do not make the mistake of rejecting ITA.

Technically, if you don't actually qualify at the time of issuance of an ITA, you could face a rejection for not meeting the requirements for an ITA at the time it was issued (if an officer calculates your CRS at the time ITA was issued and if that happens to be lower than the cut-off, you don't actually qualify for that specific draw).

I would suggest that to be on the safe side, accept an ITA after actually meeting the minimum CRS threshold for a draw. Unless, IRCC has specifically mentioned something about such a circumstance to be acceptable.

Under section A11.2, an officer may not issue a visa to an applicant who did not or does not meet the Express Entry minimum entry criteria (MEC) or did not or does not possess the qualifications for which they received their CRS score at the time when

the Invitation to Apply (ITA) was issued; or
the e-APR was received by IRCC.

2. My friend got his second years point one month before and same time he got ITA. He submitted his application same time and he got the PR. There is one more guy in my friend circle got PR with same scenario.

Can you please provide your view on above points.

Well, or might be the result of recent changes, I think.

AFAIK, previously, it was required at both stages, i.e., at the time of an ITA and the submission of an e-APR. Good to know it has been dealt with, as if an applicant meets MEC at teh time of submission, it should be fine as experience calculator issue/bug is from the IRCC side, not the applicants.

Cannot comment on those without knowing details but it is certainly prudent to wait until one is eligible for one's points before submitting post ITA application. In your case, if the system allots you points for 4th year in advance you can choose to explain your stand in an LOE. That should help.

Also, good to see a further clarification given here:

An applicant’s CRS score is automatically recorded in GCMS at the time when

their ITA is issued; and
their e-APR is submitted.

At the time of the e-APR, processing officers should compare both CRS scores to determine which of the following scenarios should be applied:

If the applicant’s CRS score at the time of the e-APR is equal to or higher than the lowest-ranked score in the round of invitations, the application will not be refused under section A11.2, as long as the applicant’s supporting documentation corroborates their claims and they continue to meet the MEC for Express Entry, including the requirements of the program to which they were invited to apply.

If the applicant’s CRS score at the time of the e-APR is lower than the lowest-ranked score in the round of invitations, the application should be refused under section A11.2 for not having maintained the qualifications that would justify the ITA.

Ministerial Instructions related to the CRS may be revised periodically. Applications must be assessed under section A11.2 according to the Ministerial Instructions in force during the round of invitations to which the candidate is invited. In other words, an applicant’s CRS score at the time of the ITA and at the time of application should be calculated based on the Ministerial Instructions in place at the time of the ITA.

I am sure that system will allot me points in advance as I work 40 hrs a week and system calculates 1 year based on 1520 hours. all of my friends got points before the 12 months of a year

That's because it counts whole months. You have to work 12 months 1/1/15-1/1/16. End of.

So someone with 11.5 months exp with 1520 hours is eligible or not ?

Not.

12 months minimum 1560 hours.
