I live in Victoria, British Columbia. I submitted for PR in January 2023, and in March I received an AOR, but no pre-arrival or eligibility. My question is, is it feasible that without pre-arrival and eligibility, I will receive a P1?

Has there been any case like mine in the past that never received pre-arrival and eligibility? I am in an awful condition for me to take more than two years.

you can call IRCC and ask about your assessments and also you can request GCMS Notes at the same time . GCMS note gives you more info.
first you must received Eligibility and Pre- arrival then the next step is P1
some person passed Eligibility and pre- arrival that did not received it in email but if you have GCkey account in this account showed if you received pre- arrival

Every day I check GCKEY.yesterday I called IRCC and said this hasn't been started yet. I said that it had been 25 months; the agent said that the processing time is 27. Now you have to wait. In this regard, I thought maybe in these two months I would receive a final decision, so is it impossible since I haven't received eligibility and pre-arrival yet? Because if I receive pre-arrival and eligibility and again I wait for the final decision, it usually takes 1 year; after these two letters, it takes 3 or more years. I am so frustrated.
 
The thing is two years of waiting for PR is not long at all, but desperation of people show you a lot about the difficulties and unhappiness of living here and everyone is waiting to finish his paper to get the hell out. Just saying :)
it's not about desperatio.n I know many people who received it in 1 year or even in 6 months, and they came with me and got citizenship as well, so what am I supposed to think? due to PR delay I lose first time home buyer rebate turned down for bank mortgage and now on lender B so you can imagine this frustration

Apply for GCMS notes and take that to local MP and raise ur voice
