Temporary visa and Permanent application are totally two different things/entities
Temporary visa is issued to visit/Enter Canada. Live here for six months or Two years (if Super Visa) and then go back. Temporary visa is NOT something anyone can stay here for ever. However Temporary visa is issued for 10 years. Also depends upon the validity of passport. So if it is less than 10 years then have to apply again to visit Canada.
Sponsorship application is different than Temporary visa and when approved, she can came to Canada to Live/stay for ever. It has nothing to do with Temporary Visa
So Temporary Visa and PR sponsorship are two different things
I had applied for my parent sponsorship in June 2010 and still waiting. There is time line under my USER ID and also under signatures.
Your friend has to tell more where the application is, e.g what is last correspondence he/she got from CIC and when was it? Only then someone here to advice
