I got 21 points for employment history and 16 for my IELTS score (Listening 9.0, Reading 8.5, Writing 7.0, Speaking 9.0, total band score 8.5). I was a bit worried about the work experience point as my university major is in engineering but my last job description (last couple of years, after my initial application in 2006) didn't relate to engineering while I did specifically asked them to evaluate my latest NOC code in the updated forms. All went well. My other points were 10 for age, 20 for educational qualification (bachelors degree in engineering) and 4 for my wife's bachelors degree.

well I did have over 10 years work experience when I filed in 2006 so that alone would have covered the requirement, but I changed my career path a few years ago after applying for SW class and sent them the letters and certificates during the update stage. Can we conclude that if it takes roughly a month to grade the application, and if someone -God prohibits- did not get the minimum points then his/her application most probably will get a rejection by the time they finish the grading, and those who did not yet hear anything might have passed and are just waiting for the MEDs?

I don't have a credit card either, I just asked a friend abroad to pay the fee for me through Paypal. There are dozens of local providers out there that will pay for you with their Paypal account, try googling them. Since you are not paying yourself, ask caips.ca for an invoice with their paypal account details and then have these providers pay for you to that account.
About caips.ca, I've ordered caips twice and they delivered with no problems and yes you need to include your file number. See the "application kit" (PDF file) in their "Apply" page. You are supposed to fill out the last two pages and sign.
