You can get it done from any Passport Seva Kendra. I was in same situation, my passport was issued from City A, My permanent residence is in city B and currently I am living in city C. All these cities are in different states. All the best!!!

I added "Reminder#" in the subject line as well as I wrote a few lines explaining why I am sending reminder. In every reminder I sent my details with where I need to get the VO transferred to. Hope this would be helpful.

I didn't attach any letter of explanation but the original PPR. You must mention your First Name, Last Name, UCI Number, Application Number, Date of Birth and location in the request letter.

The problem is we hold Indian Passport and sending Indian Passport across countries is not legal :(
