You need a reference letter in the same format as the one for your Canadian work experience: dates, title, salary, roles and responsibilities, etc.
As long as your reference letter contains all the necessary information, pay stubs are not required.
Foreign work experience must be in a skill level A, B, or O NOC.
Your foreign and Canadian work experience do not have to be in the same NOC.
Work experience and education do not have to be related for EE (but for some PNPs they do).
With all due respect, I think you're wrong. According to that table, 13,537 people have a CRS in the 400-449 range. (These are people who do not have LMIAs, so will not be affected by the rule change in that way).
So in order for the CRS cutoff to drop below 400, CIC would need to issue 16,000+...
I'm not entirely certain.
But I assume it's only if you have the money with you. Otherwise, if you went to Canada for any reason (as a tourist, etc.), you'd have to declare it if you had more than $10,000 is your bank account at home.
