Yep, then the other one -Instruction letter. The IRCC agent told me for most candidates the letter will be issued either within 24 hours after application (everyone I know received like that) or in some cases when they are finalizing an application

Yes, biometrics are required. It's not based on the application- if they don't have our biometrics in their system, in our next application after December 2019, they need biometrics data to process our application.

People who submitted biometrics earlier seems to get PGWP in a few weeks. Others applications are in limbo.

Can you please elaborate why you can't work as you already received sp extension and applied for PGWP. Is it because you applied for PGWP on implied status?

You're wrong. It's 86 days now. It used to hover around 100-120 days last month (I have been tracking processing times since last year).
