If OP completed their studies in March and isn't starting a new program, their student status expired no later than the end of June irrespective of their application for an extension, so they can't receive implied status when applying for a PGWP. As far as I can tell, OP needs to either apply to restore their status as a visitor or leave Canada.
Sorry. I disagree. The same (non)logic applies where you have to apply for restoration of your study permit along with a PGWP application.
The requirement is that one have status in Canada as a student (implied is a status) when applying for a PGWP or to apply for restoration+SP+PGWP.

The question though is if they are under implied student status on the study permit extension application if, in the meantime, they have completed their studies. In my mind, this would make the application for an extension moot if they are not beginning a new course soon and no longer intend to study in Canada.
As for the PGWP, you can still apply for it without student status (i.e. after 90 but before 180 days post-graduation), but you can't benefit from implied status as a worker in that case, and must wait for the permit to be approved before beginning employment.
Still, it certainly is an unusual situation and I could be wrong. It might be best for OP to raise a webform about it and get their status sorted out sooner rather than later.

You cant apply for PGWP while out of status, you should have switched to visitor or applied before it expired.
If you are within 90 days of status expiry you can apply restoration to student + PGWP together, if you are past 90 days you need to leave Canada and apply for PGWP from outside (If you are still within 180 days of graduation)
