    UPDATE Good news, IRCC responded to my web form, they have my application! They didn't provide me with the date it was received but it's in the system and waiting to be checked for completeness. Just for reference: I sent the webform Oct. 23 and got a response today.

    Calls only work inside Canada. Some people say it might work if you call thru a "party call" with someone in Canada. Most people have not been able to call from outside Canada.

    Go to the gov. website, enter your data as requested and download the application package. The application package is different depending on dependents, country, etc. Also, is important to check your application package again before sending the application, in case some forms were updated.

    I don't know any details on how to do it because I haven't done it yet. But yes, you can. They might not be able to give you one if your application is recent, but if you are a July applicant I think they'll have one for you. If you go back on this thread you can find more info.
