I don't have an answer for you but, may I ask, what method did you use to send you application, mail or courier? I noticed it took almost a month to get there, I sent mine July 7 and I'm still waiting.

rule of thumb is "uncompleted applications will be returned". They might be more lenient because of this Covid situation. I wouldn't risk it, however, this is only my opinion.
