    I think it only matters if you want to get a letter of interest from a province to be considered for a provincial nomination. If you are not planning to go the PNP route anyway, then i think you can just choose any preference you want and it shouldnt matter.

    Since there have been a lot of issues lately with my cic being down, i wonder if it is a problem on their end. Just retry and make sure to recheck your files to see if it is really pdf and is below the 4mb size. Do you get the error with all your file uploads or only with that particular file?
