Because police certificates expire after 6 months. They just started working on criminality and security so they need a renewed police certificate since its been more than 6 months since the initial one was sent.

It really depends on each case for the ECAS changes. It usually takes quite some time. My lines always appeared weeks after ai would receive documents from the VO. I did receive AOR2 from the visa office.
