I have had scholarship in Ph.D level computer science from University of Manitoba and they rejected me! The only reason of rejection was they were not satisfied that I leave Canada. Don't count a lot on scholarship. ;)

As you may know, IELTS is not required by Canada Embassy. However, for the purpose of study ONLY academic works. Hope it helps.

Can you tell us where are you from? In most visa offices they will call for medical. means after they check your documents and background if you pass you would go to the next step which is call for medical. Once again , I didn't say ALL Visa Offices!

Not at all. Every one's background is different. Maybe you need to explain something and it is very critical for your case and if you don't mention in your SOP, the VO would think differently. As long as you mention important stuff, I do believe that it is fine.

You may ask this question from the University you have applied. Each individual University has its own rules and regulation. As far as I know most of Universities would send back your money only in special circumstances like visa rejection and alike. Hope it helps.
