It is advisable to get your payment receipt first from the University and then with that original letter apply. Remember, rushing will not grant you visa. Hence try to complete your profile first and then apply. I totally understand your case, but this is the best way in my idea. All the best buddy.

It various from case to case. I've seen many people got their visa in 5-10 days and in other hand, some people takes 30 days or more. I don't think anybody can tell you the exact time! Most cases take around 30 days or less apart from medical. All the best

IELTS is not required for the visa. Many of my friends applied without the IELTS certificate and they got their visa already. I just share this to reduce your stress. Moreover, it is not required in the check list as others mentioned. best of luck bro ;)
