Yes, your wife can apply for a touristic visa. We are doing the same. Cause the waiting time for the permanent residency is too long. But...I dont know if the touristic visa will be accepted.

They will transfer for sure the files to another office. Which one? I dont know. Take the case in Abidjan (Ivory Coast). They closed the visa office cause of the situation, and they transfer the files to Dakar office. I hope also that they will not close.

I dont know where you are located, but you can contact your deputy in your area to help you. He is supposed to call the embassy to know whats going on there. We pay them with our taxes, so they are supposed to move their ass and do any effort possible and give you an answer.
