To be able to apply for BOWP you have to have a valid work permit expiring in less than 4 months, so no, as far as I know it's not possible to apply earlier.

Not a medical, but something is finally moving - I just got (less than an hour ago) a request for a copy of tax assessment for 2013. My application was received on 23rd.
