Your profile seems ok. There are a number of universities in Canada offering good EE programs. But the selection of a particular university and program is dictated by your finances. So search for universities with fees that matches your requirment. BR.

My advice to you would be not to expect a decision in your favor since your grades are not good enough. Competition for admission in UoR is very tough; a couple of my colleagues had better grades than yours but were rejected last fall. The only way you can hope to get admission if you write GRE...

I took medical on 5th March and am waiting for visa. There have been a few cases in recent past in which candidates have been refused visa after medical. So one is not guaranteed visa even after medical :( Keep praying! BR.
