    This year we have not seen any case when CC was charged /DD enhanced and a person got a NER, so far it has been PER, so for now we can suggest that payment=PER )

    You are right, what happens is after you get charged your application is assessed against Ministerial Instructions, you can find more details on page 10 of FSWP manual @ http://www.cic.gc.ca/english/resources/manuals/op/op06c-eng.pdf
