    Well there are two issues here 1.Nobody know for sure the cap limit 2. There is a requirement of one year relevant work experience within pas 10 years, so you are gud to go ) So I would suggest go for 2147...

    No they send the complete package back (with letter explaining the problem) via snail mail and it can take one or two month to reach destination.
