    Call your credit card company and see if they're blocking the payment. I used an Australian credit card to pay and it went through fine, it could just be that your company doesn't want to see you making a large, international purchase.

    making payment

    You should also be able to pay online, assuming you're doing a family class sponsorship. You just need to have a printer to print off your receipt, but even outland applications can be paid online with a credit card, if you feel more comfortable doing it that way.

    You'll have to call that phone number to get the forms and instructions. They will tell you if you or your wife have to fill them out. On top of the forms the CIC will give you, your wife has to fill out a new IMM0008.

    You can. You can also do an inland application if residing in Canada. It really comes down to how often you expect to have to leave Canada during the process and how difficult it might be to get back into Canada, and also the processing time. Inland is often faster than many visa offices.
