confused by some information

My partner and I were married in May in Portugal and we have done all the paperwork for submission. I am canadain he is lebanese living in and working in Cairo. We planned for his processing to go through beruit due the new religous fever gripping Cairo and the danger it could put him in but the processing time is very long at present(17 months). And now beruit is going down that road as well. I read, and maybe wrongly, if you were living in another country you could choose your processing center? he has a 5 year visa to england so he could do it there? how long would they hold his passport so he would have to stay there? maybe this is all wrong. could he choose canada? how would that work as he would require a visa to enter the country.

he wants to come to do his doctorate here is this a better route at present? Apply for student visa and in country application?

any help would be appricated. ;D

He has to be currently living in England to choose that visa office,

If he applied for a student visa and came to canada, he could definatly do the process from inside canada.

now I am really confused because i understood you could outland application but still be residing in canada

You can.

You can also do an inland application if residing in Canada.

It really comes down to how often you expect to have to leave Canada during the process and how difficult it might be to get back into Canada, and also the processing time. Inland is often faster than many visa offices.
