It is same address.There is nothing to distinguish them from other FSW1 applicants, until they open the application package. or Is it possible that they are considering some of the applications received in August against Ph.D. category.

It seems like a valid point.Because they don't know, whether it is a Ph.D. application or other FSW1 application until they open the application package received.

Is it possible for you to go again to canada on workpermit? Then you can apply under AEO category. or some provincial nominee program.I don't know your situation clearly.This is what I can think of.
