Yes, you can apply BOWP for spouse, however with the change of instructions on BOWP I am not sure if you can use your automated AOR.

As the new fee change came into force on Feb 20th and you applied on Feb 9th, I think you should be good. They might ask you to pay the additional fee of $100. If they think otherwise they might have rejected by now. All the best.

Processing fee is $155, Work Permit holder fee is $100 so in total for BOWP application we need to pay $255. I paid only $155. Hence my paper based BOWP application got rejected for this simple reason. :o

CIC has updated the eligibility requirements for applying BOWP under Express Entry. Seems like we cannot use the system generated AOR to apply BOWP. The AOR should be issued by CIO. So I am assuming if an application is in CIO Sydney with ecas status "Application Received" can be considered AOR...

I am not sure but I don't think years will matter in your case. About the call to employers, CIC do not prepare employers for their call. They may call your employer or not it will dependent on the VO and your particular case. If I were you I would inform my employer just in case. All the best.
