You might be right, buuuut... not every single case is in Immitracker. It sure gives us a general idea of the progress, but I do not think it is that accurate, mainly because people may just forget to update when receiving the PPR and/or refusal.

I'd say yes, but try http://www.cic.gc.ca/english/visit/biometrics.asp [EDIT] On the site it says "when you submit a new application for a visitor visa, study or work permit or for permanent residence", so I am not sure if it would apply to us. Really hope so.

Starting December 31st, 2018 it will be required for Asia, Asia-Pacific and Americas applicants as well.
