If at all possible you should maintain this money in your account until you get the visa. At any point in the process you may be asked to produce an updated proof of funds.

By the time you receive PER email your file is already transferred. It's done electronically.

I had duties for two separate NOCs with the same company and I only sent one letter with the two sets of duties listed in separate sections.

Don't think is a defined way to do this. I personally abbreviated/summarized the duties and wrote them in, others did what you suggested.
