Yes, it s exactly what it is. We sent our outland package to Missisauga while I was in Canada on visitor visa. It didn't matter, my application is currently being processed in VO assigned for my country of residence.

I don't think you should be afraid of calling. Unless you were rude when you call (which I doubt) they cannot put you on a blacklist. I really suggest you to call again. We called 4 times over 2 days and all the agents were relatively helpful and nice. It was probably just a bad luck to get the one, who told you not to call. After all, on the official website it states that you have the right to call if your timing has passed...
