My family and I applied few times and each time We got different way of answer. Once the co.R letters and result came together, and some times came with a week or less time difference but your case Is a month. I suggest you to email the embassy directly if the processing time is already over...

your brother applied on 15th but my brother applied on 16th so I think his refusal will send this week. I will let you know for sure when we get an update.

Most probably he will as he is not able to attend the copmitition. what was the reasons he refused? probably family ties and travel history as same as my brother refusal last time he applied in June 2019.
