Actually it does state if you'd done medicals before(probably in recent times)to include the evidence with your application!....I wouldn't do them again if I were you since a year hasn't passed since you did them last,but would include the receipt!!...If they need you to redo them they'll let...

That's right,they don't care about the past (whether you recieved welfare or not)but the present!...EI is not classified as welfare,so yes,you can sponsor your partner!!!...Just explain the situation on a separate piece of paper!
