VO will send the MR mail directly to your personal mail id only if you have updated your contact details with the CIC explicitly. You can check the ECAS and get to know who is the point of communication. Generally it is the consultant and he/she receives it.

The PCC you submitted along with the application would have expired by the time it was taken up for review and so they are asking for the latest PCC. Indian Embassy in Senegal should be fine as regards to an Indian PCC
