    It does delay your application's processing. I believe you can pay upfront and raise a CSE with the receipt, but I am not sure (someone else please confirm).

    Wow, I wasn't aware of this. I was barely eligible for Ontario PNP at 401 points. I got my nomination, and then ITA on February 10. I submitted my e-application on March 26. And I turned 36 on April 6. This means I am no longer eligible for Ontario PNP. I assume this doesn't make a difference...

    I hear you. Europe has never been my number one choice anyway, pretty much due to 'the tensions' that have always existed. They are even heightened now with the flock of refugees, and a consequential rise of the right wing. Still though, I like Scandinavian countries :)
