As per the updates on OINP website in May 2016, they will resume sending PT NOI from Nov./Dec 2016 onwards.
With 425, you are likely to receive PT NOI from OINP when they resume. Candidates with even exact 400 CRS points have received PT NOI in the past.
Currently, while waiting for another few months, you may choose to improve your language scores so that you can improve your score above 450 or 460 CRS points.

It all depends on whether Ontario keeps the rules the same as they were when they reopen.
For now, patience is your friend.
In the meantime, i would look into other PnP programs or if there are other ways you could increase your score, like a better language score or something else.
