They did reply my email but they simply told me to use the webform. I think they probably don't have my file. I wrote to CPC Ottawa for a VO change to Hong Kong instead and waiting for the reply now.

There were quite a number of applicants got their application cancelled because they forgot to attach their degree certificate.
